A doctoral level program, essentially designed to accommodate foreigners enrolling from and using their degrees overseas.

| Requirements |
- 54/semesters or 81/quarter credits
- A dissertation based upon original research
- An Annotated Bibliography and a Critical Analysis of a current problem, both in the field of concentration.
- 25%-50% concentration from the core curriculum.

| Prerequisites |
A master degree or the equivalent, plus substantive experience and/or licensure in a related field of concentration. Articulation of an original topic of research, including acceptable methodology, and related to the specific degree title. An awareness of the objectives of external studies; the ability to achieve personal objectives; and a propensity for study by distance education.
